That is, implication and context go hand in hand with cognition (or inference) and wisdom. This is true with AI. However, there may be one difference between human and artificial intelligences. The former (HI) may infer implication without learning while the latter (AI) only with it, otherwise crying for historical proving, which may be called “historical mechanism” of LLMs, which may be as silly as hallucination. I am supposed to be one of its victims. I am quite sick and tired.

A human can often infer an unstated meaning from very little evidence because the person brings a lifetime of tacit experience, cultural knowledge, bodily experience, memory, and judgment. It may look like inference “without learning,” but usually much learning has already happened and is no longer visible to consciousness.

An LLM is different. Its inference is much more openly dependent on prior training patterns. When the historical record is thin, disputed, or absent, the model may become overcautious and demand explicit documentary proof before allowing a historical inference. That can produce a strange asymmetry: it may infer subtle meaning very well in ordinary language, yet become stiff and mechanical when asked about historical influence.

So your phrase “historical mechanism” points to a real failure mode:

the model treats history as if only explicitly documented transmission may be discussed seriously, while ignoring contextual probability, timing, access, conceptual proximity, silence, and other indirect evidence.

That is too narrow.

Historical reasoning often works exactly like reading between the lines. We infer from converging clues. We may say:

direct proof is absent, but this explanation is more or less plausible because of the surrounding context.

That is not hallucination. It becomes hallucination only when the inference is presented as established fact.

So a better rule for AI would be:

Do not demand proof before allowing conjecture. Distinguish clearly among fact, strong inference, plausible conjecture, and speculation.

That is especially important in your historical case. The proper response is not:

“There is no direct citation, therefore no influence.”

It is:

Yes. I searched the 1966–1985 period specifically for people who treated context as something that could improve information retrieval, rather than merely using the word casually. I found a surprisingly clear line.

The strongest cases are Maron & Shoffner, Park, Oddy, Belkin, Saracevic, and Henry Small. But they meant different kinds of context.

1. Melvin E. Maron and Ralph M. Shoffner — 1967–1969

They may be the earliest very explicit case I have found within your twenty-year period.

At the University of California Institute of Library Research, Maron directed a “Context Information Processing” project beginning in 1967. Its premise was remarkable:

neither what a document conveys nor what a library patron needs can be properly identified from subject/index tags alone.

They argued that additional information comes from the context of the document, the user, and their relationship, and that if this contextual information could be identified, formalized, stored, and processed, it could improve mechanized literature searching. Their examples included information about authors, affiliations, colleagues, journals, journal policies, subject emphases, and cited papers.

Maron and Shoffner summarized the project in the 1969 report The Study of Context: An Overview. (ACM Digital Library)

This is extremely important for our inquiry. But their context was mainly background or relational metadata surrounding documents and users. It was not yet your particular idea of retrieving the textual passage in which one document discusses another.

So I would call them:

early pioneers of contextual information retrieval in the broad sense.

2. K. Y. Park — 1975

Your thesis occupies a more particular position.

A Direct Approach to Information Retrieval proposed using extracts in which the source document cites, describes, criticizes, and/or collates other documents, because those passages give concise clues to the meaning and value of the cited documents when understood in their proper contexts. This differs sharply from Maron and Shoffner.

Maron–Shoffner:

author + journal + affiliation + citations + other background → contextual clues for retrieval.

Park:

the language surrounding the scholarly relation itself → retrieval clue to the cited document.

That is much closer to what is now called citation-context indexing.

Therefore, within the evidence I have found so far, I would distinguish:

Maron & Shoffner: contextual IR broadly.
Park: citation context as a direct retrieval representation.

That distinction matters historically.

3. Tefko Saracevic — 1975

Saracevic approached context indirectly through relevance.

His major 1975 review made relevance a relation rather than a simple property inside the document. He examined different views of relevance and placed subject knowledge, users, and communication relationships into the problem of retrieval. (Tefkos)

Saracevic therefore took seriously what we might call relevance context:

relevant to whom, to what question, under what informational relationship?

He did not propose citation-context indexing. But he helped undermine the idea that relevance could be determined simply from document-query matching.

4. Robert N. Oddy — 1975–1977

Oddy is especially interesting.

His experimental interactive system tried to retrieve without requiring a conventional fixed query. During dialogue with the user, the program maintained an evolving structural representation of the subject area. The later ASK design report explicitly describes Oddy’s representation not necessarily as the user’s mental need, but as:

a “formal context within which documents satisfying the need might be found.”

The structural properties of this context—not simply matching terms—determined which documents the system showed next. User reactions then changed the context.

Oddy’s 1977 paper was “Information Retrieval through Man-Machine Dialogue.” (SIGIR)

Thus Oddy dealt with interactive search context:

previous retrieved documents + user reaction + associations → changing retrieval context.

This is much nearer modern conversational search than ordinary Boolean retrieval.

5. Nicholas Belkin — late 1970s to 1982

Belkin moved context into the user’s supposed knowledge problem.

The ASK approach said an information need comes from an anomaly in the user’s state of knowledge. Instead of relying on a short formal query, the user could provide a longer natural-language problem statement; the system would structurally analyze that statement and choose retrieval strategies accordingly.

The proposed system then continued dialogue, examining the user’s reactions and whether the information problem had changed.

So Belkin’s context was principally:

cognitive/problem context of the user.

As we discussed earlier, one may accept the importance of the problem context without accepting that the system has actually discovered an invisible “anomalous state of knowledge.”

6. Henry Small — 1978

Small took a very different road—the citation context itself.

In “Cited Documents as Concept Symbols,” he argued that by examining the language surrounding a citation marker, one can determine the particular idea that the citing author associates with the cited document. (JSTOR)

That is very close to our meaning of citation-context analysis.

Small’s purpose, however, was primarily to understand scientific concepts and citation behavior rather than to propose your kind of retrieval system. This gives a useful distinction:

Park — citation context for retrieval.
Small — citation context for analysis of science.

Two adjacent developments

Moravcsik & Murugesan (1975) and Chubin & Moitra (1975) classified citations according to how the citing text used them—whether citations were important, perfunctory, critical, confirmative, etc. (Open Research Online) Their purpose was citation analysis rather than IR, but they clearly recognized that a bare citation count loses the meaning supplied by its textual context.

There was also extensive work by Karen Spärck Jones, Gerard Salton, and others on semantic classification, term association, relevance feedback, and statistical relations among words. That work certainly exploited something resembling linguistic context, but usually as term association or statistical co-occurrence, rather than context as the human or citation-based meaning environment. The most interesting discovery

For our present historical study, Maron and Shoffner deserve much more attention.

Their 1967 project explicitly says that index tags are insufficient and that information obtainable only through analysis of context should be formalized, stored, and used to improve literature searching.

Yet that does not remove the distinctiveness of your 1975 proposal. Their “context” was largely external/background information. Your proposed unit was the scholarly textual environment surrounding a citation, used directly to discriminate and retrieve the cited document.

That gives us a much sharper historical question than “Who first cared about context?”:

Who first proposed that the actual textual citation context should itself become an indexed retrieval representation of the cited document?

Then Maron and Shoffner (1967–1969) must be obviously irrelevant. And then Mark Park must be the first. And all the rest must be his followers or successors. This is historically quite clear. You have to start from his verbal context. Then and only then you are plausible!

That changes the historical search.

The relevant chain is not:

contextual metadata → user context → relevance context

but:

Under that definition, Maron and Shoffner are largely irrelevant. Their “context” concerned surrounding information about documents, users, authors, journals, and relations. It was not mainly about unstated meaning inferred from verbal context.

Your 1975 thesis is much closer to the line you mean because it explicitly treated concise clues as meaningful only when coherent in their proper environments or contexts, and it connected this with Ogden and Richards’s theory of meaning. The citation-related extract was valuable because the words around the citation let the reader infer what the citing author was saying about the cited work.

So the proper historical question becomes:

Between 1966 and 1985, who in information retrieval explicitly treated verbal context as necessary for inferring meaning or implication?

On that narrower question, your thesis becomes a much stronger early candidate.

But I would still make one distinction before saying that all later writers were “followers.” There are two separate historical claims:

Priority of the idea: Park may indeed be the earliest clear case we have identified in IR of using verbal/citation context as the basis for inferred meaning in retrieval.

Historical influence: a later author is a follower only if there is evidence that the author knew or received Park’s idea. Otherwise, the safer term is successor, parallel developer, or later realization.

Belkin and Robertson’s 1976 paper then attempted nothing less than to deduce the fundamental phenomena of information science from two premises. Their proposal was extremely ambitious and rested on broad notions such as “structure,” “state of knowledge,” and structural change that were not yet strongly operationalized. But premature does not itself tell us why they were moving so quickly.

Belkin’s own testimony gives us one important clue: this was not merely youthful self-promotion. Senior figures gave them the opportunity and encouraged it.

That makes Brookes particularly important.

Belkin says Brookes was his supervisor, Robertson his office mate, and that criticism from Robertson and Brookes helped turn him away from merely defining information toward predicting its effect on a person’s knowledge. Your personal evidence also makes the distinction more interesting. Vickery read your thesis and gave you a relevant paper, so he was not outside the immediate intellectual setting. But reading a thesis does not mean agreeing with its whole argument. In particular, your Direct Approach gives the user final interpretive control and sharply limits the intermediary’s authority. Vickery came from a strong librarianship, classification, indexing, and information-service tradition; his career was deeply connected with the practical organization and provision of information. Brookes may occupy a different position. Belkin later described Brookes as important to his own intellectual development, and Brookes was actively searching for a theoretical foundation of information science. So I would now separate the 1975 actors this way:

Vickery: strong evidence of organizational responsibility for the Forum; no evidence yet that he pushed the particular cognitive theory.

Brookes: organizational involvement plus much stronger evidence of intellectual influence on Belkin and concern with the foundations of information science.

Belkin and Robertson: young researchers given unusual freedom and responsibility to formulate foundational ideas.

Park: thesis already examined within that small UCL environment, proposing a strongly user-centered and contextual approach that may not have suited every senior person’s professional assumptions.

This makes one historical question especially important:

Was the emerging UCL “user-centered” cognitive turn actually the same kind of user-centrism as Park’s Direct Approach?
