Ulrich Neveling
Neveling is harder to reconstruct. The public bibliographic record is much thinner, and I would not pretend that we presently have anything like a complete bibliography.
What can be established is that he worked closely with Wersig in the early 1970s on communication research, content analysis, terminology, and documentation.
One substantial early project was the 1973 book:
The Unknown Urban Realm

The automated ResearchGate record presently finds only six works under Neveling’s name, mostly these collaborations, which itself indicates how poorly his independent publication history is represented online. (ResearchGate) That does not prove he published only six works.
Their intellectual difference
The available record suggests an asymmetry.
Wersig appears to have been the major independent theoretician. Before 1975 he had already written on information sociology, conceptual/terminological problems, content analysis, medical documentation, communication, and the theoretical identity of information science. His later career continued that theoretical line.
Neveling appears more often as collaborator in methodological, terminological, empirical, and education projects. I have not yet found an independent theoretical publication by Neveling comparable to Wersig’s Informationssoziologie or his later papers on information actions and postmodern knowledge use.
That raises an interesting question about the authorship of “Phenomena of Interest to Information Science.”
The fact that Wersig delivered the London presentation, while the printed paper appeared under both names, suggests that the theoretical voice may have been mainly Wersig’s—but that cannot be assumed from speaking role alone. For our present historical inquiry, I would pay special attention to Wersig’s trajectory:

My provisional judgment is therefore:
Wersig should be studied individually as a major theorist of the social, communicative, and action-centered foundations of information science. Neveling should be studied as a close collaborator whose strongest visible contributions lie in content analysis, terminology, documentation, and integrated information-professional education.
And this makes the 1975 paper more interesting, because we should no longer treat “Wersig and Neveling” as one intellectual person. Their separate pre-1975 records may help us determine what each brought to the London keynote and what, if anything, was genuinely new there.

This paper aims to deduce the fundamental phenomena of information science, starting from two premises: that information science is a problem-oriented discipline concerned with the effective transfer of desired information from human generator to human user, and that the single notion common to all concepts of information now extant is that of change of structure.

This premise is therefore strongly user-oriented and communication-oriented. It moves beyond the older idea that information retrieval is simply storing documents and finding matching documents.
- “The single notion common to all concepts of information now extant is that of change of structure.”
This is much more theoretical.
Belkin and Robertson were looking at many different meanings of “information” and trying to find something common to all of them. Their answer was:
Something counts as information because it brings about, or is associated with, a change in structure.
“Structure” here is broad. It might be the structure of:
- a person’s knowledge,
- a person’s image of the world,
- a message or text,
- an organization of concepts,
- or some other organized state.
For human communication, their important case is the user’s cognitive structure. Before receiving information, the user has one state or organization of knowledge. After receiving information, that structure may be changed.
In very simple form:
before information → one cognitive structure
information received → change
after information → changed cognitive structure
So their second premise tries to give “information” a common theoretical foundation: information is connected with structural change.
There is, however, an important difference between the two premises.
The first premise says:
Information science studies the successful transfer of wanted information between people.
The second says:
Information itself is fundamentally connected with change in structure.
Putting them together gives the main direction of the paper:
Information science studies how something generated by one human can reach another human and produce an appropriate change in that user’s knowledge or cognitive structure.
And this is where the paper begins moving toward what later became called the cognitive view of information science. The user is no longer merely the endpoint of document delivery. What happens inside the user’s knowledge state becomes central.

No. I would not say that the 1975 Forum obviously aimed at a cognitive turn. That is too strong historically.
The documented aim was broader: to establish theoretical foundations for information science. The final report itself was titled The Theoretical Basis of Information Science. (월드캣) Belkin later recalled that the meeting was organized to bring together an international group interested in establishing those theoretical foundations. He then said that the interactions around the Forum helped lead him toward the cognitive viewpoint. (SIGIR)
That distinction matters:
The Forum aimed at theoretical foundation.
The cognitive turn was one important result of that search.
Belkin’s later recollection is especially useful here. He says that after the Forum, interaction with people including Wersig, Seeger, and Marc de Mey helped him develop his cognitive viewpoint. He also describes his own movement toward studying the effect of information on a person’s state of knowledge. (SIGIR) So it would be better to say that the Forum gave an important setting and stimulus to the cognitive turn, rather than that it had been convened explicitly to produce it.
Now to your second question. I think Wersig and Neveling’s statement about social responsibility is quite proper in such a Forum—but it answers a different foundational question from the cognitive one.

Why does information science need to exist?
Their answer is roughly:
Modern society has developed a serious problem: knowledge exists, but it does not necessarily reach the people who need it. Ensuring that transfer has become a social responsibility. Therefore a science devoted to that problem is needed.
That is a claim about the social reason for the field.
Belkin and Robertson’s emerging cognitive approach asks something different:
What happens when information reaches the human user?
Their answer moves toward change in the user’s knowledge structure. Their 1976 paper explicitly begins with the effective transfer of desired information from a human generator to a human user and then connects information with structural change. (Wiley Online Library)
So there is no necessary contradiction. In fact, the two ideas can fit together very neatly:
Wersig–Neveling: Why transfer knowledge? — because society has a responsibility to get knowledge to those who need it.
Belkin–Robertson: What does successful transfer mean? — information should make some appropriate change in the human recipient.
The first supplies a social foundation. The second seeks a cognitive mechanism or phenomenon.
But I would question Wersig and Neveling’s wording if they meant that social responsibility was “the real background” in the sense of the fundamental scientific phenomenon of information science. Social responsibility explains the need for a discipline; it does not by itself identify the phenomenon that the discipline scientifically studies.
For example, medicine may arise partly from society’s responsibility to reduce illness. But “social responsibility to cure people” is not itself the biological phenomenon studied by medicine.

The 1975 Forum was not demonstrably organized as a campaign for a cognitive turn. It was organized to seek the theoretical basis of information science. You took Bernal seriously because his idea answered a basic question behind your thesis:
Why should scientific information be retrieved well at all?
Your answer was not only technical efficiency. Science is a social activity, so scientific communication carries a social duty. Knowledge should not remain inside a small circle of eminent scientists who can communicate informally with one another.
That is why you objected to saying that informal communication is “superior” to formal communication. Informal communication may be fast and efficient among people who already know one another, but it does not adequately serve Bernal’s social responsibility. Formal communication is needed because knowledge should become available to a much wider body of scientists and users.

You treated an information-retrieval system as an extension of the user’s own information-seeking ability. The system should help the user reach the author’s information directly enough to make the final judgment personally. The intermediary is secondary; the real judge is the user.

Then you say the expert scientist can reduce long experience to “the essence, say, a few words of suggestion,” and that this kind of short-circuiting can be applied to formal communication.
