Cognitive Dimension of Information Science

Introduce the pioneers of the cognitive dimension of information science.

If by “pioneers of the cognitive dimension of information science” we mean people who shifted attention from documents and systems toward human meaning, knowledge, interpretation, relevance, and information use, then the history is best seen as a cluster rather than a single founder.

R. A. Fairthorne belongs very early in that line. His work on aboutness, language, indexing, explicit and implicit interpretation, and the limits of what an indexer can represent already moved IR away from a purely mechanical picture. He recognized that what a document means for a particular user cannot be completely fixed in advance.

K. Y. Nicholas Belkin and Stephen Robertson were important because their 1975/76 paper made “change of structure” central to their concept of information. Belkin then developed this into his 1977 doctoral work and later the ASK theory, where the user’s problematic knowledge state became a proposed basis for retrieval. Marc de Mey is also crucial and is sometimes neglected in information-science histories. His 1977 work formulated a cognitive viewpoint in which information processing is mediated by a system of categories or concepts—a model of the world held by the information-processing agent. Later information-science literature repeatedly cites de Mey as an important source of the cognitive viewpoint. Tefko Saracevic contributed from the side of relevance. His work helped establish that relevance cannot simply be treated as an objective property of a document; it is relational and human, depending on a user, purpose, and situation. That helped pull IR toward the user rather than leaving relevance entirely inside system measurement.

Brenda Dervin developed another cognitive/user-centered direction through Sense-Making. Her central concern was how people confront gaps, construct meaning, and use information in situations. This moved information science even further from the idea that users simply receive fixed information objects.

Peter Ingwersen later systematized much of this tradition. His work on cognitive information retrieval explicitly analyzed the implications of the cognitive viewpoint for IR and information science, including interacting cognitive structures of authors, users, intermediaries, documents, and systems. There is also T. D. Wilson, whose work on information-seeking behavior stressed meaning and the cognitive situation of the user; his retrospective account says that the cognitive approach to information behavior centers upon the idea of meaning. (Information Research)

So I would arrange the development roughly like this:

Fairthorne — meaning/aboutness and limits of objective indexing
Park — subjective relevance, user judgment, context, direct retrieval
Brookes — information as change in knowledge structure
Belkin & Robertson — structural-change formulation
de Mey — explicit cognitive viewpoint and conceptual mediation
Saracevic — human relevance
Belkin — ASK and cognitive IR
Dervin — Sense-Making
Ingwersen — mature cognitive IR framework
T. D. Wilson — cognitive information-seeking behavior

But one historical distinction is very important.

The conventional literature usually gives strong visibility to Brookes, Belkin, de Mey, Ingwersen, Saracevic, and Dervin because they published widely and their work generated recognized research programs. That tells us who became visible pioneers.

It does not automatically tell us who supplied the earliest intellectual stimulus.

If the question is instead:

Who, before the cognitive viewpoint became publicly established, already combined user-centeredness, subjective relevance, implicit meaning, context, and a practical retrieval proposal?

This led de Mey to describe four historical stages of thinking about information processing.

1. Monadic stage. Information units are treated separately, almost as self-contained things.

2. Structural stage. We recognize that information units form structures and must be understood through their organization.

3. Contextual stage. Structure is insufficient. We need context to remove ambiguity and determine meaning.

4. Cognitive or epistemic stage. Even context is not enough by itself. The information is interpreted through the recipient’s already existing conceptual structure or model of the world. (IMR Press)

This progression is the most interesting part for our discussion:

unit → structure → context → cognition

Suppose somebody says:

“He went to the bank.”

At the monadic level we process individual words. At the structural level we recognize the grammatical sentence. At the contextual level we determine whether bank means a financial institution or riverbank. At the cognitive level we recognize that the hearer’s existing knowledge, expectations, concepts, and world model affect what the statement means to that person.

That is what de Mey meant by the cognitive viewpoint.

And his work was much broader than information retrieval. De Mey saw cognitive science emerging across psychology, artificial intelligence, sociology, anthropology, language studies, and other areas, and proposed that the same viewpoint could be useful to information science. Why 1977 matters for information science

There is a striking historical connection. B. C. Brookes participated in de Mey’s Ghent workshop and presented “The Developing Cognitive Viewpoint in Information Science.” (Sage Journals)

So the chronology becomes:

1975 — London: First International Research Forum in Information Science.
1975/76 — Belkin & Robertson: information as “change of structure.”
1977 — Ghent: de Mey organizes an international workshop explicitly called The Cognitive Viewpoint.

My interpretation:
Belkin and Robertson appear to have reinvented the verbal and mental contexts to the textual and mental structures, respectively. They must have liked their terms to differ from mine. Because of that difference, however, they were caught in their own trap. As you mentioned above, de Mey “does not merely reject structure. He places it in a lower stage.” He could not identify their structure, but just guess it as something lower than the verbal and mental context. it must be a clever way to defy or refuse to obey their structure.
